Abstract | Sanitation and hygiene promotion are vital elements of poverty alleviation. Sanitation hardware alone is ineffective as a tool to alleviate poverty; changes in behaviour coupled with improved access to sanitation are necessary. This handbook is a tool for those who implement and advocate improved infrastructure of sanitation facilities and hygienic practices, in order to develop programmes for more effective investment in sanitation and hygiene promotion. How to set in place a process whereby people effect and sustain a hygienic and healthy environment for themselves is explained. Guidance is provided on how to build a new approach with policies, money, organisations and trained people, creating demand for sanitation and supporting rational decision making at the household level. The key steps in the programming process are presented schematically in a generic programming scheme. Examples of both short-run interventions to maintain progress and increase access, and long-run interventions which set in place a radically new institutional framework to support sustained service delivery over time are presented. Investment and behaviour changes largely happen at the household level; the role of the government is to facilitate decision-making at this level. In absence of well functioning public provision, people have been providing their own solutions and an understanding of this should form the basis of new programmes of support. |
